From 1 October 2026, the UK government is introducing a brand-new Vaping Products Duty (VPD) — the first tax of its kind on e-liquid in this country. For most vapers it will mean higher prices on everyday essentials, and there's been a lot of noise and confusion about what it actually involves.
So let's cut through it. There's no need to panic — with a little planning, you can stay well ahead of the change.
What is the Vaping Products Duty?
The Vaping Products Duty is a new excise duty — a tax — applied to vaping liquid. It was confirmed by HM Treasury and comes into force on 1 October 2026. The key points are refreshingly simple:
• The duty is charged at a flat rate of £2.20 per 10ml of e-liquid.
• It applies regardless of nicotine strength — a 0mg liquid is taxed exactly the same as a 20mg nic salt.
• With VAT added on top, the real-world cost is around £2.64 per 10ml including VAT.
• The tax is based purely on the volume of liquid — so the bigger the bottle, the more duty it carries.
That last point is the one that catches people out. A small 10ml bottle picks up a modest amount of duty, but a large shortfill contains many times more liquid — and therefore many times more tax.

Which products are affected?
Not everything in your kit is going up. The duty applies to the liquid, so anything containing e-liquid is caught — while the hardware you refill and reuse is not.

The key dates to know
There's a built-in grace period — good news, because the shelves won't change overnight and you have real time to prepare.
- 1 April 2026HMRC registration opens for manufacturers and importers.
- 1 October 2026The Vaping Products Duty comes into force. All liquid manufactured or imported from this date must carry a duty stamp.
- 1 April 2027End of the grace period. From here, unstamped stock can no longer legally be sold.
Because stock made or imported before 1 October won't carry a duty stamp, it stays perfectly legal to sell right up until 1 April 2027. In practice, prices are likely to rise gradually rather than all at once, as older pre-tax stock sells through. The exact timing will vary from product to product — which is exactly why so many vapers are getting ahead of it now.
